After State Senator Receives Incorrect Next Retail Supplier Rate On Bill, PURA Issues Interrogatories To EDCs On Supplier Compliance
The Connecticut PURA has issued interrogatories to Connecticut Light & Power and United Illuminating (each referred to as "Company") concerning retail suppliers' compliance with the obligation to submit to the EDCs information concerning the rate to be applied to a customer's next-month bill.
PURA's data requests follow calls from State Sen. Len Suzio for an investigation into the next-month rate information after his competitive supplier apparently sent the utility incorrect information for the next-month rate section of the bill. See RetailEnergyX.com for more details
PURA issued the following interrogatories to CL&P and UI:
SEU-5: Refer to Section II.G of the Decision dated August 12, 2015 in Docket No. 14-07-19RE01, PURA Investigation into Redesign of the Residential Electric Billing Format – Billing Format Clarifications. Provide a narrative describing the general level of Licensed Electric Supplier (Supplier) compliance with monthly reporting of their Next Generation Rate and all other Phase II Generation Supply Summary data. For the years 2016 and 2017, provide a list or table of Suppliers. For each Supplier, identify any months during 2016 and 2017, for which each Supplier did not comply with timely submittal of the monthly Next Generation Rate or other Phase II Generation Supply Summary data.
SEU-6: Describe the procedure followed by the Company when it does not receive a Supplier’s monthly filing of Next Generation Rate or other Phase II Generation Supply Summary data. Include an explanation of what information the Company displays on the customer bill, if any, in the Next Generation Rate or other Phase II Generation Supply Summary fields when the Company does not receive a Supplier’s monthly filing of Next Generation Rate or other Phase II Generation Supply Summary data. Provide examples of actual customer bills from 2017, with confidential customer specific data redacted, showing the information displayed for such instances in which a customer’s Supplier did not provide the Company with timely Next Generation Rate or other Phase II Generation Supply Summary data.
SEU-7: If the response to SEU-6 is that the Company displays "Not Provided" when it does not receive a Supplier’s monthly filing of Next Generation Rate or other Phase II Generation Supply Summary data, provide, by supplier, for a recent billing period, an Excel table to show the total number of residential bills issued and the number of bills in which one, two, three or all of the Phase II Generation Supply Summary fields displayed "Not Provided." This data should be submitted in a format similar to each Company’s response to Interrogatory SEU-2.
SEU-8: If the response to SEU-6 is that the Company has displayed something other than not “Not Provided” when it did not receive a Supplier’s monthly filing of Next Generation Rate or other Phase II Generation Supply Summary data, provide, by supplier, for a recent billing period, an Excel table to show the total number of residential bills issued and the number of bills in which the Company displayed data, other than “Not Provided.” Identify what information was displayed, such as the previous month’s data provided by the Supplier, or indicate whether the line for Next Generation Rate or other Phase II Generation Supply Summary information was left blank.
