WGL Files Tariff To Change D.C. Supplier Customer Enrollment Timeline, Align With Maryland

Washington Gas Light has filed tariff changes with the District of Columbia PSC to reflect in the D.C. tariff the timeline and enrollment process currently used in WGL's Maryland service area.

Specifically, proposed revised Rate Schedule No.5, Page 27GGG, provides that Washington Gas Light will enroll CSP [competitive service provider] customers on the first day of the next month if their enrollment transactions are received no later than 5:00 p.m. Eastern Time on the 7th calendar day before the first of the next month. For example, if an enrollment transaction is received by 5:00 p.m. Eastern Time on April 24th, the customer will be enrolled with the selected CSP by May 1st. However, an enrollment transaction received after 5:00 p.m. on April 24th will not be effective until June 1st.

Under WGL's proposed tariff, enrollments shall be processed on a first-in basis as they are received throughout the month. In the event two or more enrollments are received for the same customer before the enrollment deadline as described above, the first enrollment received by WGL will be processed. Any subsequent enrollments received during the same enrollment period will be rejected.

Drop transactions received by WGL no later than 5:00 p.m. Eastern Time on the 7th calendar day prior to the first day of the next month will be effective the 1st day of the next month. Drop transactions received by WGL after 5:00p.m. Eastern Time on the 7th calendar day prior to the first day of the next month will be effective the 1st day of the next subsequent month.

WGL is seeking to delete tariff language which had provided that "Service will be initiated by the new CSP and discontinued by the former CSP effective with the subsequent meter read of the customer following a fifteen day notice period."

WGL is seeking to delete tariff language which had provided that, "By the 9th calendar day of the month (next business day if holiday or weekend), each supplier shall provide to the Company the ADCQ and a list of customers to be supplied by that Supplier during the following month."

Furthermore, WGL as part of the tariff changes, included language consistent with a prior PSC order which provides that suppliers must transmit billing and related data to Washington Gas Light using XML technology or any other technological solution that allows for the transmission and use of the information in a secure and prudent manner
