Maryland PSC Opens Rulemaking On Retail Supplier Rules

The Maryland Public Service Commission initiated an Administrative Docket, RM 62, to consider revisions to the Code of Maryland Regulations (COMAR) 20.32, 20.50, 20.53, 20.55, and 20.59 regarding customer choice in the retail gas and electric competitive markets and related issues

As previously reported (see story here), on February 1, 2018, the Commission’s leader of the Public Conference 44 (PC44) Phase II Competitive Markets and Customer Choice Work Group filed a Petition to Initiate a Rule Making Associated with PC44 and Enhancements to the Competitive Markets and Customer Choice Regulations.

Specifically, the Work Group Leader submitted a report and proposed draft regulations for Commission consideration that address proposed enhancements to the competitive market and customer choice framework currently applicable in Maryland. Included are changes to the door-to-door rules, supplier-agent rules, and background check rules (see story here for details)

As part of the Petition, the Work Group Leader also requested that the Commission address the proposed regulations previously filed on June 30, 2017 by the Phase I Work Group Leader

In addition, as requested by the Phase II Work Group Leader, the Commission requests comments regarding a potential Phase III of the Work Group, as described in Section IV of the Work Group Leader’s Report. Among other things, the Leader suggested a review of non-residential customer protections in Phase III (see story here)

The Commission will conduct a rule making session on Tuesday, May 8, 2018, to consider whether to publish the proposed revisions to COMAR 20.32, 20.50, 20.53, 20.55, and 20.59, as initially submitted or revised based on comments received.
