Oncor Files Reduced Delivery Rates, Refund For Retail Providers Due To Federal Tax Cuts

Oncor has filed with the Public Utility Commission of Texas to reflect reduced federal tax rates, and associated changes, in its base distribution rates applicable to retail electric providers, effective September 1, 2018

Oncor also proposes a new rider (Rider TRF, Tax Refund Rider) to be used to refund to retail electric providers charges collected under the current delivery rates that were in effect from January 1, 2018 to August 31, 2018, which reflect a higher federal tax charge which is no longer applicable.

Oncor filed proposed new amounts for delivery rates for the period beginning September 1, 2018, as discussed below

Since the entire refund amount is not yet known, Oncor did not yet file proposed amounts for the refund rider (Rider TRF), as such specific refund charges per billing determinant (e.g. kWh or kW) will be determined once the actual tax refund amounts have been calculated. Rider TRF, which will issue a per kWh or per kW refund to REPs, is proposed to be effective November 1, 2018 and be in place until the entire amount is refunded, which is estimated to be November 30, 2018.

Nothing in Oncor's application would require retail electric providers to agree to pass-on any reduced rates to customers in order to receive either the new September 1 delivery rates, or Rider TRF

Oncor's proposed new September 1, 2018 delivery rates are below for select classes. Note that due to various calculations, certain charges are slightly higher despite the overall reduction in the revenues requirement -- such as the residential customer charge increasing from $0.89 to $0.91 per month
