PURA Schedules Work Group Meeting On Next Rate Bill Info

The Connecticut Public Utilities Regulatory Authority (PURA or Authority) will conduct a Working Group Meeting on June 14, 2018 to discuss options to assure that the information that is required to be displayed on residential customer electric bills as required under the Connecticut General Statutes §16-245d(a)(2) and the Authority’s Final Decision dated August 12, 2015 in Docket No. 14-07-19RE01 (PURA Investigation Into Redesign of the Residential Electric Billing Format – Billing Format Clarifications) is timely provided by licensed suppliers and properly displayed on electric bills.

PURA said that the discussion should include, but not be limited to, the estimated time and cost to implement the following change to the electronic data interchange (EDI) and enrollment process: the EDCs would develop a mechanism to allow suppliers to identify Incidental Residential Accounts during enrollment. The supplier would be responsible for identifying these accounts. The EDC would reject any residential account enrollment that does not include all Supply Summary information; the supplier’s generation supply rate (Rate), the term of the supplier’s rate in billing cycles (Term), the expiration date of the rate (Expiration); the cancellation fee if applicable (Cancellation Fee); any change to the Rate effective for the next billing cycle (Next Cycle Rate); and, notification that the Rate is variable (Contract Type), except for account(s) that has been identified by the supplier as being an Incidental Residential Account.

PURA said that, using the Supply Summary information provided during enrollment, the EDC would develop an EDI protocol to acknowledge receipt of the Supply Summary information and an internal process that would not allow a supplier to change the rate for billing purposes unless the supplier has timely provided the Next Cycle Rate, and, upon contract renewal, a complete refresh of all Supply Summary information. This would effectively require the supplier to submit the Next Cycle Rate as well as all other Supply Summary information associated with each customer’s new contract based on the initial contract (i.e., during enrollment) or subsequent contract (i.e., renewal contract) prior to effectuating a change to the billing rate.

PURA said that the discussion should also address requiring each supplier to update the Contract Type for all existing residential customers and to display Fixed or Monthly (Variable) on the electric bill. The meeting will not be limited solely to these proposed changes and should explore other suggestions, PURA said
