Texas PUC Staff Posts Final List Of Non-Volunteer POLRs

Staff of the Public Utility Commission of Texas has filed its proposed final list of non-volunteer Providers of Last Resort (aka Large Service Providers or LSPs) and Volunteer Retail Electric Providers (VREP, volunteer POLRs) for 2019-2020

As per rule, Staff has designated up to 15 REPs per customer class and service area to serve as non-volunteer POLRs

Staff's final recommendation indicates the LSP that is responsible for preparing the Electricity Facts Labels (EFL) for each TDU service area and customer class that are to be filed by December 21, 2018.

Staff noted that Constellation NewEnergy, Inc. (Constellation) filed a VREP request on August 1, 2018 and filed a Motion for Good Cause Exception to Accept Late Filing on August 15, 2018. Pursuant to 16 Tex. Admin. Code § 25.43(i), the last day to file a VREP request is July 31. Staff has included Constellation on the Staff VREP list, however if the Commission Administrative Law Judge rules against Constellation's motion then Constellation will be removed.
