ERCOT Submits Changes To Accelerate POLR Mass Transition Process

ERCOT has submitted new Retail Market Guide Revision Request 159 (RMGRR159), Revisions to Mass Transition Processes, to accelerate the mass transition process used in transitions to the providers of last resort (POLRs)

An associated Nodal Protocol Revision Request (NPRR908) was also submitted by ERCOT

Under the proposed RMGRR, the required minimum timeline for initial notification of a Mass Transition to affected parties is shortened from two hours to one hour, "which in many cases will reduce the required Mass Transition timeline by a day," ERCOT said in the RMGRR

"In addition, the RMGRR specifies that ERCOT may, if feasible, provide preliminary notification of a potential Mass Transition on a given Business Day to potentially affected Transmission and/or Distribution Service Providers (TDSPs), Providers of Last Resort (POLRs), and Public Utility Commission of Texas (PUCT) Staff, as long as Protected Information is not disclosed. This would allow affected TDSPs, POLRs and PUCT Staff to be adequately prepared should a Mass Transition event occur that day," ERCOT said in the RMGRR

"[B]y reducing the potential timeline to execute a Mass Transition it may reduce exposure of the defaulting Entity during the Mass Transition, and thereby reduce potential uplift to the market," ERCOT said in the RMGRR

The RMGRR also clarifies that ERCOT may coordinate periodic testing of Mass Transition systems and processes with Market Participants.

"Specifying that ERCOT may coordinate periodic testing of Mass Transition systems and processes is intended to minimize the risk of operational errors, and thereby unnecessary default uplift, during a Mass Transition," ERCOT said in the RMGRR
