Dominion Virginia Power Withdraws Proposed Renewable Energy Offering Meeting Statutory Definition

Virginia Electric and Power Company (Dominion) has withdrawn from the State Corporation Commission an application for a renewable electricity tariff that it had sought to comply with various statutory requirements that, if met, would terminate the current exemption allowing customers to take competitive renewable electric supply in the absence of a utility renewable energy tariff

Although not cited by Dominion in its withdrawal request, Dominion's withdrawal comes shortly after the SCC approved, with certain parameters, a renewable energy tariff at Appalachian Power Company (AEP) that meets the statutory requirements and which forecloses renewable electric choice in such service area (see details here)

Dominion in its filing stated that, "The Company no longer supports its request for Commission approval of the CRG - S Rate Schedules [the renewable tariff]."

While Dominion did not include in its filing any further reasoning for its withdrawal, of note is that Dominion's as-filed application has included a request to earn margin under the tariff. An opportunity to earn a margin was not part of the SCC's approval of the AEP renewable tariff

Dominion's application as-filed also differed from the adopted AEP tariff in that Dominion proposed to provide renewable energy on a continuous hourly basis. At AEP, the SCC approved a monthly matching of renewable energy and load
