The Texas PUC is to open a broad project concerning electric vehicles

PUC Chairman DeAnn Walker said during an open meeting that the project, in addition to addressing a variety of other questions, is to include a review of market issues, including who owns and sells any electricity related to a charger, is it a third party or the retail electric provider

Walker also noted that retail sale of electricity by a third-party is generally not permitted at most munis and co-ops currently, and asked how such provisions will interact with EV charging

The PUC will also await any potential legislative action this session before taking further action on its review of energy storage ownership and operation.
