Texas PUC Chair Directs Exploration of Having More Load Resources Participate In Market, Accommodating Resources That May Be Ineligible For Current ERS

During yesterday's open meeting, Texas PUC Chairman DeAnn Walker directed that a project be opened to consider the Emergency Response Service (ERS) program and accommodating load resources which may be available day-to-day, but which may not meet the current ERS requirements
Walker said that there are potential load resources out there that are currently excluded from ERS, because of their unavailability for a particular period
Such resources are available to curtail with a day's notice but their availability and magnitude can vary substantially, Walker noted
Walker is interested in opening a project to start exploring what to do with the ERS program to allow these resources to participate in the day-to-day market
The genesis for the review is hoping to get more load resources in the market and participating, and will include looking more at accommodating daily offers
"I'm not ready to move there," Walker stressed, but she wants to start looking at the issues
