Connecticut Bill Would Amend Statute To Allow For Use of Supplier Consolidated Billing

A proposed bill has been filed in Connecticut (H.B. No. 6239) that would provide for the introduction of supplier consolidated billing as a billing option available to suppliers

Connecticut is unique in that under current statute, supplier consolidated billing could not be implemented under PURA's own motion.

H.B. No. 6239 would provide that, "the general statutes be amended to allow electric suppliers to provide direct billing and collection services for all components of electric service and allow electric suppliers to own and operate clean energy facilities, contract with third parties to build, own or operate clean energy facilities and contract with subscribers for subscriptions to a clean energy facility."

A Statement of Purpose for the bill says that the bill is designed to, "allow electric suppliers to provide direct billing and collection services for all components of electric service and to own and operate clean energy facilities, contract with third parties to build, own or operate clean energy facilities and contract with subscribers for subscriptions to a clean energy facility."

Edward Levene, Vice President at Levco Tech Inc., one of the principal forces behind the bill, encouraged those in favor of supplier consolidated billing and on-bill community solar billing to support the bill. Levene said that similar legislation is being introduced in other states, such as Pennsylvania, and, for community solar, will be pursued in states without electric choice as well
