New York Utilities Report POR Participation

NYSEG and Rochester Gas & Electric filed annual purchase of receivables (POR) reports for the period for May 2017 through April 2018 which include data on ESCO participation in the programs
NYSEG
POR Purchase Price (NYSEG)
At NYSEG, electric and gas accounts receivable are purchased at a discount off face value of the ESCO bill
amount. The Electric discount rate was set on May 1, 2017 to 1.78% in accordance with the 2016
Rate Plan. The Gas discount rate was set on May 1, 2017 to 2.62% in accordance with the 2016 Rate
Plan.
ESCO Participation (NYSEG)
Sixty-four electric ESCOs and thirty-seven gas ESCOs were participating in the NYSEG POR program at
April 2018, serving 181,023 electric customers and 41,382 gas customers. During the rate year,
NYSEG paid $216,886,360 for $221,128,309 of book receivables, resulting in a rate year total
POR discount of $4,241,949.
RG&E
POR Purchase Price (RG&E)
RG&E electric and gas accounts receivable are purchased at a discount off face value of the ESCO bill
amount. The Electric discount was set on May 1, 2017 to 2.87% in accordance with the 2016 Rate
Plan. The Gas discount was set on May 1, 2017 to 3.21% in accordance with the 2016 Rate Plan.
ESCO Participation (RG&E)
Sixty electric ESCOs and forty gas ESCOs were participating in the RG&E POR program at April 2018,
serving 65,904 electric customers and 47,653 gas customers. During the period, RG&E paid
$100,830,538 for $103,934,922 of book receivables, resulting in a twelve month ending April 2018 total
POR discount of $3,104,384.
