Regulator Issues Interrogatories To All Retail Suppliers Over Fixed Price Pass-Throughs From ISO Charges

The Connecticut PURA has issued to all retail electric suppliers several interrogatories in PURA's proceeding considering a declaratory ruling regarding licensed electric supplier practices of altering the prices in fixed-price contracts

PURA's initiation of a proceeding examining pass-throughs under fixed priced contracts had been exclusively first reported by EnergyChoiceMatters.com (see story here)

All suppliers were directed to respond to the following interrogatories:

• SEU-7: Indicate if your company intends to increase customers’ fixed rate contracts as a result of the changes in capacity costs. If so, separately discuss how many customers will be affected.

• SEU-8: In regard to SEU-7, provide copies of contracts/terms and conditions for the affected customers. Separately discuss which contract provision or provisions permit the revision of fixed rate contracts.

• SEU-9: Describe how and when your company was made aware of the changes to capacity costs/updated capacity obligations.

• SEU-10: Reference SEU-7. If your company chose to revise existing fixed rate contracts, describe how and when customers were notified of any changes. Separately discuss, providing copies of applicable notices or correspondence, how your company explained to each individual customer, how any change to the customer’s fixed rate contract was computed.
