Regulator Seeks Comment On Changes To Purchase Of Receivables To Allocate Uncollectibles To Retail Suppliers "More Fairly"

In a proceeding concerning issues relating to uncollectible accounts, the Connecticut PURA has asked for stakeholder comment on changes to the purchase of receivables program to "more fairly" allocate uncollectibles to retail suppliers
PURA specifically sought comment on the following: "Discuss what, if any changes could be made to the EDCs’ cost recovery systems (purchase of receivables) currently in place, which allows suppliers to collect almost one hundred percent of amounts billed, that would allow the EDCs to reduce the amounts paid to suppliers for uncollectible accounts so that the burden on any uncollectible amounts may be allocated more fairly between the EDCs and the suppliers. Discuss any steps necessary to making such changes and provide a cost estimate of implementation. Include a proposal or proposals for how uncollectible amounts could be more appropriately allocated between the EDCs and the suppliers."
