The Public Utility Commission of Texas granted Morgan Stanley Capital Group Inc. an option 2 retail electric provider certificate. Option 2 REPs are only authorized to serve specifically identified customers contracting for one megawatt or more of capacity who provide an affidavit agreeing to such service.
