Pa. PUC Extends Deadline For Comments On Whether Default Service Design, Procurement Changes Needed (Potential End Of Plain Vanilla Default Service)

The Pennsylvania PUC has granted an extension for the filing of comments in its recently opened investigation of potential changes to default service procurement policies and cost assignment & allocation policies (pricing) as a result of AMI-enabled data, including the potential to move away from a "plain vanilla" default service

The PUC's opening of such a proceeding had been exclusively first reported by EnergyChoiceMatters.com (see story here)

As more fully discussed in our prior story (click here), the PUC in the proceeding has asked, among other things, if default service should have a Time of Use, critical peak, peak time rebate, or other dynamic pricing structure

The PUC also asked for comments on changes in the procurement and contracts used for default service, including whether full requirements contracts remain appropriate or whether long-term contracts should be used

As previously reported, the Pennsylvania Office of Small Business Advocate had requested an extension of the deadline to file comments in the proceeding

The PUC granted OSBA's request

"The Commission recognizes the importance and complexity of the issues raised in the Order and that a thorough and complete record will better inform the Commission, the public utilities, consumers and other interested stakeholders. For these reasons, the Commission will grant the OSBA’s Motion. Comments to the February 26, 2019 Order are now due within 150 days of the entry date of that Order, or by July 26, 2019. Reply Comments are due within 180 days of the entry date of that Order, or by August 26, 2019," the PUC said in a secretarial letter
