Illinois House Committee Recommends Passage For Amended Bill With Various Retail Energy Marketing Prohibitions, Requirements

The Illinois House Public Utilities Committee has adopted House Amendment 001 to SB0651 and recommended that the bill be passed as amended
SB0651 has been Placed on Calendar 2nd Reading - Short Debate
As first reported by RetailEnergyX.com today (see story here), House Amendment 001 to SB0651:
-- Prohibits all termination fees
-- Only prohibits auto-renewals from fixed to variable, but requires various new disclosure procedures in order for other contracts to auto-renew
-- Does not include a switch block mechanism as proposed earlier
-- Includes higher bonding requirements for suppliers serving the mass market, and those engaged in in-person marketing

Also, House Amendment 001 does not disturb other previously reported provisions of the bill, including a prohibition on service to assistance program customers, except where savings are guaranteed, or through a muni aggregation, plus various new marketing and TPV requirements (see more details here)
