New Hampshire PUC Sets Process To Receive Proposals On Supplier Consolidated Billing, Generation Rate Design, Other Grid Modernization Issues

The New Hampshire PUC will accept stakeholder proposals, and directed the utilities to submit proposals, on several grid modernization issues that have been raised in an ongoing grid modernization investigation

Specifically, the PUC invited stakeholders to submit proposals on the following issues, among others:

• Consolidated Billing/General Billing

• Rate Design Policy

• Utility and Customer Data and Third Party Access

• Consumer Advisory Council/Stakeholder Engagement

Concerning "Consolidated Billing/General Billing", the review during the investigation has included discussions of supplier consolidated billing.

PUC Staff had recommended that consolidated billing by suppliers be further investigated using a cost/benefit methodology, taking into account utility financial integrity and the fixed costs associated with being the billing provider of last resort. "Then a determination can be made whether it would serve to promote greater competitive alternatives for customers," Staff said in a report

"A third-party billing option separate from billing by the utility and competitive supplier could be explored, as well," Staff said in a report

"Rate Design" does include rate design for generation supply, including dynamic pricing

Stakeholder proposals on the topics are due on or before September 6, 2019.

Following the filing of written comments, two technical sessions will be held for stakeholders to resolve issues where agreement and compromise are possible, to identify the issues that remain in dispute, and to discuss additional processes for resolving those disputed issues. The technical sessions are scheduled for September 19, 2019, and October 10, 2019
