Mass. DPU Approves Cost Recovery, Disposition Of Energy, Attributes, For Long-Term Utility Contracts For Hydropower

The Massachusetts DPU has approved a mechanism for cost recovery and disposition of energy and related products from the EDCs' 20-year contracts for an aggregate 9,554,940 MWh of hydropower from H.Q. Energy Services (U.S.) Inc., as the DPU approved the PPAs

The DPU approved the EDCs' proposal to sell the hydroelectric generation procured under the PPAs through the ISO-NE wholesale market and to credit or charge the difference between the wholesale market revenues and the contract costs to each company’s distribution customers

In addition, the DPU approved the EDCs; proposal to retain the Clean Energy Certificates (CECs) purchased under the PPAs to fulfill Clean Energy Standard (CES) requirements associated with their basic service obligations. The DPU approved the proposal that, if the CES obligation has been met, the EDCs will sell excess CECs into the market and credit all distribution customers the difference between the PPA price and the sales price
