Vistra Energy, on behalf of its retail providers TXU Energy and Value Based Brands, formally requested from the Texas PUC the provision of the low-income customer identification service for the State fiscal year beginning on September 1, 2019 (FY2020).
The list is used by REPs to identify their low-income customers for voluntary assistance or programs that the REPs may provide. The PUC may only provide the list upon request of at least one REP, and an agreement by such REP to reimburse the Commission for any costs
TXU Energy Retail Company LLC (REP Cert. #10004) offered to contribute $20,000 on behalf of the Vistra Energy retail affiliates toward the reimbursement of the
Commission's costs to provide the low-income customer identification service in FY2020. The Vistra Energy retail
affiliates currently include TXU Energy and Value Based Brands LLC (REP Cert. #10041, including Value Based
Brands DBAs 4Change Energy and Express Energy).
In the alternative, should the arrangement described above prove unworkable for some reason, TXU Energy Retail
Company LLC (REP Cert. #10004) and Value Based Brands LLC (REP Cert. #10041) each agrees to pay its allocated
share of the total cost of providing the low-income customer identification service consistent with PURA §
17.007(d)(2) and 16 TAC § 25.45(g)(2).
