Dayton Power & Light Formally Withdraws Electric Security Plan, Addresses Impact On Default Service Rates

As expected, The Dayton Power and Light Company has filed at the Public Utilities Commission of Ohio to withdraw its pending electric security plan (ESP III)

See our prior story for background on DP&L's withdrawal of the ESP

DP&L filed tariffs that shall take effect reflecting the tariffs that PUCO approved in its August 26, 2016 order adopting ESP I (the most recently approved ESP that was not subject to withdrawal)

However, concerning Standard Offer default service, DP&L said that it would honor the Standard Offer rates and supply contracts entered into thus far under ESP 3 (which was previously approved by PUCO but modified on rehearing, prompting a withdrawal after certain aspects were already implemented)

Specifically, with respect to default service, DP&L said, "To address the fact that competitive bidding has occurred, DP&L will honor existing contracts with winning competitive bid suppliers through the end of their term (May 2021) and maintain current PJM obligations for all suppliers. This will maintain the integrity of the competitive bid process and allow non-shopping customers to continue to benefit from market-based rates."

"To achieve this, Tariffs for Standard Offer Generation (previously G10-G18, G27-G28) and Transmission Cost Recovery-Bypassable (previously T9) in effect prior to the Commission's decision in ESP III will be re-instated, but will be combined into a single Tariff (G10) and reflect the Standard Offer Rate that is in existence today," DP&L said

In its filing to withdraw ESP III, DP&L did not specifically address the future procurement or pricing of Standard Offer service

Specifically, a portion of the supplies for the period beginning June 1, 2020 remains to be procured, with ESP III contemplating that such supplies would be procured via an auction in February 2020
