PUC Discloses Winning Default Service Suppliers At Multiple Service Areas

The Maine PUC disclosed winning Standard Offer providers at Central Maine Power and Emera Maine-Maine Public District

Central Maine Power

At Central Maine Power, the PUC designated NextEra Energy Marketing, LLC (NextEra) as the standard offer provider for the 12-month term beginning January 1, 2020 to serve 67% of the residential and small non-residential class in the Central Maine Power Company (CMP) service territory.

The PUC designated New Brunswick Energy Marketing Corporation (New Brunswick) to serve 33% of the residential and small non-residential class at CMP

For the CMP medium non-residential class, the PUC designated NextEra as standard offer provider to serve 80% of the class for the 12-month term beginning January 1, 2020.

The PUC designated Constellation Energy Commodities Group Maine, LLC (Constellation) to serve the remaining 20% of the CMP medium non-residential class.

The PUC designated Maine Power, LLC (Maine Power) as the standard offer provider for all of the CMP large non-residential class for the 12-month term beginning January 1, 2020.

Emera Maine-Maine Public District

The Maine PUC designated New Brunswick Energy Marketing Corporation as the standard offer provider to provide standard offer service for Emera Maine—Maine Public District (MPD, formerly MPS) residential and small non-residential, and medium non-residential classes for the 3-year term beginning January 1, 2020.

The prices for the residential and small non-residential class and the medium non-residential class are indexed to standard offer prices in the comparable standard offer classes for Central Maine Power Company (CMP) and Emera Maine BHD (BHD) customers for calendar years 2020, 2021, and 2022.

The PUC reported that it received no bids for the large commercial and industrial customer class at Emera Maine—Maine Public District for retail standard offer service for the period of January 1, 2020 through December 31, 2020. The Commission therefore directed Commission Staff to employ alternative means to identify a standard offer provider, such alternative means may include but are not necessarily limited to, having Emera Maine submit a plan addressing the provision of service to the large commercial and industrial standard offer class. MPUC Rules, Ch. 301, § 8(D).

"As to the large commercial and industrial customer class for retail standard offer service, the Commission delegates to the Director of Electricity and Gas Utility Industries the authority to either select a standard offer service provider or to approve a plan submitted by Emera Maine addressing the provision of service to the large commercial and industrial standard offer class. The Director shall keep the Commission apprised of the status of the selection of the standard offer service provider or approval of a plan and resulting standard offer prices. Pricing for the large commercial and industrial customer class may include a structure with either fixed or indexed prices as set forth at section 3.7 of the Commission’s current request for proposals," the PUC said
