PUC Reviewing Rules For Distribution Rate Case Filings (Cost Of Service, Implicates Potential Allocation To SOS)

The Public Utilities Commission of Ohio has opened a periodic five-year review of Ohio Adm.Code 4901-7-01, relating to standard filing requirements for rate cases for electric and natural gas utilities, among others

Among other things, Ohio Adm.Code 4901-7-01 includes rules for cost of service studies.

Retail suppliers have increasingly said that certain costs in distribution rates relate to the Standard Service Offer, and therefore delivery rates subsidize default service. However, efforts by suppliers to require further re-allocation and/or unbundling have been rejected, due, in part, to the lack of detailed cost of service information

The current standard filing requirements includes a provision related to cost of service studies, but is not overly prescriptive

An initial workshop in the proceeding is set for December 19, 2019
