New Retail Supplier Formed, Affiliated With Clean Energy Company

A new retail electric supplier, Hampshire Power Corporation, has applied for market-based rate authority at FERC

In its FERC application, Hampshire Power Corporation states, "Hampshire will operate as a competitive retail electric supplier, engaging principally in the sale of electricity to end users."

Todd Ford serves as President & CEO of Hampshire Power. Ford previously served as executive director at the Hampshire Council of Governments, which, among other things, managed various municipal opt-out aggregations in western Massachusetts under the brand Hampshire Power. The Hampshire Council of Governments also had various other obligations unrelated to energy.

The Hampshire Council of Governments was dissolved last year, due to insolvency

The Hampshire Council of Governments had last year entered into an agreement to sell its electricity aggregation and REC business under a process described as a "fire sale" for "pennies on the dollar", Hampshire Council of Governments Chairman Russell Peotter said in an interview with MassLive. MassLive has also identified the purchaser as MassAmerican Energy LLC.

Hampshire Power Corporation is wholly-owned by two individuals, A. Quincy Vale, and David Ellis, the company said in its FERC MBR application

"The Principal owners are engaged in other areas of the energy industry through their ownership of MassAmerican Energy, LLC (MassAmerican). MassAmerican specializes in solar energy system design and development and other services related to clean energy products. The Principal Owners have ownership interests in four operational solar energy systems, each are qualifying small power production facilities pursuant to 18 C.F.R. §§ 292.203(a) and 292.204," Hampshire Power's application states
