National Grid Residential, Commercial Default Service Rates To Fall 30%

National Grid has filed with the Massachusetts DPU new basic service rates for residential and commercial customers for the six-month period beginning May 1, 2020, and for industrial customers, for the three-month period beginning May 1, 2020

Taking into account pending changes to the Basic Service Administrative Cost Adjustment Factors (BSACFs) and Smart Grid Customer Cost Adjustment Factor (SGCCFs) which are to also take effect on May 1, the new National Grid residential fixed default service rate would fall nearly 30% to 9.911¢/kWh effective May 1, from the current 13.957¢/kWh

Taking into account pending changes to the Basic Service Administrative Cost Adjustment Factors (BSACFs) and Smart Grid Customer Cost Adjustment Factor (SGCCFs) which are to also take effect on May 1, the new National Grid commercial fixed default service rate would fall 30% to 8.440¢/kWh effective May 1, from the current 12.160¢/kWh

National Grid filed the new basic service rates reflecting the impact of the simultaneously proposed updates to the BSACFs and SGCCFs only for the fixed basic service rates

Additionally, National Grid filed the "base" basic service rates, on a fixed and monthly basis, without the impact of either the BSACFs and SGCCFs adders (as noted below)

None of the National Grid basic service rates in this story include an estimate of the costs associated with National Grid’s compliance with the Massachusetts Clean Peak Energy Portfolio Standard. The Massachusetts Department of Energy Resources has not finalized its proposed regulations which will impact the expected compliance costs, National Grid said
