Oncor Files For Update Of DCRF Charged To Retail Providers, Seeks Stay Of Case

Oncor has filed for an amendment to its Distribution Cost Recovery Factor (DCRF) charged to retail electric providers, but sought a 60-day stay of the case, citing the ongoing health crisis created by the coronavirus disease ("COVID-19")
In its petition for a stay, Oncor did not expound on what impact, if any, the stay would have on the implementation date for any revisions to the DCRF rates
"Based on the current health crisis created by the coronavirus disease ('COVID-19') and
Governor Greg Abbott's March 13, 2020 disaster declaration issued in response to COVID-19,
Oncor believes there is good cause to stay this docket involving Oncor's pending Application for
Approval to Amend its Distribution Cost Recovery Factor ('Application'), filed simultaneously
with this Motion, for a 60-day period until June 2, 2020. Oncor files this Motion pursuant to 16
Tex. Admin. Code § 25.3(b) (TAC), which provides that the Commission may make exceptions
to 16 TAC Chapter 25 for good cause. Specifically, Oncor requests suspension of filing
requirements and Commission action on the Application. Please note that Oncor will be
prepared to respond to discovery requests during this 60-day period," Oncor said
"Oncor filed its Application in order to timely comply with the filing deadline contained in
16 TAC § 25.243(c)(2) but is respectfully asking the Commission to delay its consideration of
the Application at this time in light of the current COVID-19 pandemic. Oncor is cognizant of
the unique challenges facing our customers and the industry as a whole, and we believe a stay
will serve the public interest and will not prejudice the rights of any party. Should the
Commission grant this Motion, Oncor will continue assessing the situation over the course of the next 60 days. The Company looks forward to working with the Commission and the parties on
the Application in the days and weeks ahead," Oncor said
As filed, Oncor’s proposed effective date for new rates under Rider DCRF is September 1, 2020.
