Texas TDUs Provide Update On COVID Electricity Relief Program Customer Enrollment

Several Texas TDUs have filed updates to information reported to the Texas PUC concerning customer enrollment in the COVID-19 Electricity Relief Program ("Program")

AEP Texas

AEP Texas was directed to report the total number of electric service identifiers (ESI IDs) in the TDU’s service area identified as qualified for the Program through a MarkeTrak submitted by the customer’s Retail Electric Provider, as of the close of business on May 8, 2020.

In response, AEP Texas reported that the total number of ESI IDs identified as qualified in the AEP Texas service area for the Program through MarkeTrak submitted by the Retail Electric Providers as of the close of business on May 8, 2020, was as follows:

TOTAL ESI IDs: 8,949

For comparison, as of April 24, this MarkeTrak request total had been about 3,200 ESI IDs.

AEP Texas had also been directed to report the total number of ESI IDs that actually qualified for the Program upon TDU review of the MarkeTrak request.

In response, AEP Texas reported that the total number of ESI IDs identified in AEP Texas’ service area that are actually qualified for the Program upon AEP Texas’ review of the MarkeTrak request, as of May 8, 2020, was as follows:

TOTAL ESI IDs: 5,669 
    63% OF ORIGINAL ESI IDS SUBMITTED

For comparison, as of April 24, this total number of qualified ESI IDs had been about 1,700.

Texas-New Mexico Power

TNMP had been directed to provide the total number of electric service identifiers (ESI IDs) in the TDU’s service area identified as qualified for the Program through a MarkeTrak submitted by the customer’s Retail Electric Provider, as of the close of business on May 8, 2020.

TNMP responded that Retail Electric Provider issued MarkeTraks that identified 856 ESI IDs qualified for the Electricity Relief Program, as of the close of business on May 8, 2020.

For comparison, as of the close of business on April 24, 2020, TNMP had reported that retail electric providers had issued MarkeTraks that identified 374 ESI IDs qualified for the Electricity Relief Program.

TNMP had been directed to provide the total number of ESI IDs that actually qualified for the Program upon TDU review of the MarkeTrak

In response, TNMP stated that TNMP determined only 793 ESI IDs of the submitted ESI IDs were qualified for the Electricity Relief Program in TNMP’s service territory.

For comparison, as of the close of business on April 24, 2020, TNMP had reported that TNMP had determined that only 336 ESI IDs were qualified for the Electricity Relief Program in TNMP's service territory.

Separately, TNMP reported, as of April 30, 2020, that the total Number of ESI IDs enrolled in ERP for the Reporting Month (April) was 488. This represents the grand total enrollment at TNMP as of April 30 as well, since April was the first month of the program
