W. Keith Maxwell III serves as CEO of National Gas & Electric Texas, LLC

Maxwell currently serves as Spark Energy's Interim President and Chief Executive Officer. Maxwell also founded Spark Energy, and Spark Energy has noted in SEC filings that, "W. Keith Maxwell, III (our 'Founder') is the owner of a majority of the voting power of our [Spark's] common stock[.]"

In the Texas application, National Gas & Electric Texas, LLC sought authority for the option of collecting deposits or advance payments from customers
