New York Utility Files Tariff Change To Allow It To Enter Into Negotiated Agreements For Billing Services

Orange and Rockland Utilities has filed with the New York PSC to modify its electricity tariff to allow it to enter into negotiated agreements for billing services, to address requests not covered by existing Riders or Service Classification

Orange and Rockland said, "The Company has been approached in the past by entities enquiring about the Company providing billing services. These entities do not, and will not, take service under any Rider or Service Classification of the Electric Tariff. Currently, the Electric Tariff does not contain specific provisions that would allow O&R to enter into negotiated agreements for billing services. The purpose of this filing is to include in the Electric Tariff provisions allowing for these types of negotiated agreements."

O&R said of the filed change, "The Company has modified General Information Section No. 12.4, Charges for Other Services, of the Electric Tariff to so [sic] that the Company, at its sole discretion, may negotiate and execute a Service Agreement to provide billing services on behalf of an entity that is not provided electric service under any Rider or Service Classification of the Electric Tariff. Any such Service Agreement shall provide for the Company’s recovery of a fixed cost based monthly service fee. Finally, the Company shall file all such executed Service Agreements with the Commission."

The new tariff provision would specifically state, "The Company, at its sole discretion, may negotiate and execute a Service Agreement to provide billing services on behalf of an entity that is not provided electric service under any Rider or Service Classification of this Rate Schedule. Such Service Agreement shall provide for the Company’s recovery of a fixed monthly service fee, plus any costs incurred by the Company on behalf of the entity. The Company shall file executed Service Agreements with the Commission."
