The Public Utility Commission of Texas approved a final list of REPs that have been designated to serve as non-volunteer Providers of Last Resort (aka Large Service Providers or LSPs) for the 2021-2022 term, and issued a list of volunteer POLRs (aka Voluntary Retail Electric Providers or VREPs)

The only volunteer POLR is TXU Energy Retail Company LLC, which volunteered as a VREP for the residential, small non-residential, and medium non-residential classes, at Oncor, CenterPoint Energy Houston Electric, AEP Texas, and Texas-New Mexico Power. There are no VREPs for the large non-residential class in any service area

The final POLR lists, by service area and customer class, can be found here
