Texas PUC Chair: "Capacity Market Would Not Have Helped Us" In Winter Weather Event

During today's open meeting, in response to a public comment about the recent weather event and outages, Texas PUC Chairman Arthur C. D'Andrea said that his "current view" is that, "a capacity market would not have helped us here."

D'Andrea noted that ERCOT's winter reserve margin heading into the event was 43%, so the problem wasn't capacity.

D'Andrea said that he is still investigating the issue and is open to changing his mind
