ESCO Newly Seeks To Serve Low-Income Customers In New York

NOCO Natural Gas LLC and NOCO Electric LLC have petitioned the New York PSC for a waiver to allow the ESCOs to serve low-income customers under a guaranteed savings program
The PSC's prior order generally prohibiting ESCOs from serving assistance program participants (APP) customers had stated that ESCOs wishing to serve such customers under a guaranteed savings program had to apply for such authority within 30 days of the order.
NOCO noted that it recently developed (and received approval for) a guaranteed savings program for non-APP mass market customers, under the PSC's retail market reset order
Under the reset order, "NOCO Natural Gas LLC and NOCO Electric LLC
were deemed eligible to serve Variable Rate with Guaranteed Savings [and Fixed Rate within
Cap] products to gas residential and small non-residential customers on March 1, 2021," NOCO noted
"Applying the same metrics that were used for the submission (regarding the December 2019
Order Adopting Changes to the Retail Access Energy Market and Establishing Further Process),
NOCO Natural Gas LLC and NOCO Electric LLC are confident in being able to guarantee savings
to low-income customers as our current non-low-income customers are already enjoying those
savings," NOCO said
