A Texas Senate committee has reported favorably a substitute for SB 1279

The bill would require that, for residential customers, retail electric providers shall serve customers on a default renewal product, as established in the bill, if the customer does not make an affirmative selection at the end of a contract term

The bill also bans, for residential and small commercial customers, "wholesale indexed products" as defined in the bill, and requires REPs to obtain a "signed" acknowledgement from the customer of the risks of such products in order to serve large customers under wholesale indexed products

The bill's text is substantially similar to the text, as passed by the Senate, of companion HB 16
