New York PSC Sets Stakeholder Meeting To Initiate Track II Of Retail Market Review, Consideration Of Value-Added Products In Mass Market

The New York PSC has scheduled for August 19 a stakeholder meeting initiating Track II proceedings in its retail energy market review, which will consider whether any further value-added ESCO products are appropriate for mass market customers.

"The purpose of Track II is to assess whether new ESCO rules and products can be developed that would provide sufficient real value to mass-market customers such that new products could be provided to those customers by ESCOs in the future and in a manner that would ensure just and reasonable rates," the PSC stated

As previously reported, in its Order Addressing ESCO Petitions Requesting Authorization to Provide Additional Products and Services, issued on January 25, 2021, the Commission directed the Secretary to issue a notice establishing a date and time for the initiation of Track II proceedings within 60 days of the implementation of the new rules adopted in the December 2019 Order and the Order on Rehearing Reconsideration, and Providing Clarification. Those new rules, including the revised Uniform Business Practices, went into effect on April 16, 2021.

The PSC has now issued a notice stating that a virtual Stakeholder Meeting will be held on August 19, 2021 to discuss the initial steps to be taken as part of Track II proceedings.

"This initial meeting will establish the process and scope for Track II and will also begin to evaluate potential future ESCO product offerings," the PSC stated
