Municipal Aggregation Serving 100,000 New York Customers Formally Seeks Approval For Opt-out Community Solar

Sustainable Westchester has formally petitioned the New York PSC for approval to integrate opt-out Community Distributed Generation into the Westchester Power municipal aggregation program.

The Sustainable Westchester, Inc. (SW) Community Choice Aggregation (CCA) program, Westchester Power, serves over 110,000 customers in Westchester County

"Westchester Power’s Opt-out CDG offering would allow Eligible Customers in Westchester Power municipalities to participate in a renewable generation site (community solar farm, etc.) that will apply a monetary credit (CDG Credit) to their utility bill and provide savings on their electric bills," Sustainable Westchester said

Sustainable Westchester will enroll Eligible Customer accounts for each Participating Municipality, prioritizing serving the utility’s Assistance Program Participants (APP) and the Low- to Moderate-Income (LMI) and Environmental Justice Area (EJA) customers. APP customers will not be eligible for receiving Electricity Supply from our CCA program under current PSC orders, but will be eligible to receive CDG Credits from our CCA program.

Sustainable Westchester said that demand for CDG will likely be greater than the supply of CDG Credits available at the outset of the offering. As a result, Sustainable Westchester will enroll Eligible Customers, with the priorities noted above, as sufficient capacity becomes available

"The integration of the Opt-out CDG offering into our Westchester Power program to accompany our supply offering creates an incentive for existing municipalities to renew the short term supply contracts in order to access the long term savings for constituents from Opt-out CDG credits. This same incentive is encouraging non-participating municipalities to consider joining our program to receive both supply and CDG benefits for their residents and small businesses. These municipally driven efforts promote renewable energy supply and help us reach the much needed NY state clean energy goals faster," Sustainable Westchester said

"CDG Sponsors offer CDG Credits to subscribers, which will result in a minimum discount of 5% of the portion of the bill covered by CDG Credits. The utility reflects the discount on the subscriber’s utility bill. The amount of the discount is the difference between the value of the CDG Credits and the amount due to the CDG Sponsor for those credits. This net discount will reduce subscribers' billed amount in each month that they receive CDG Credits," Sustainable Westchester said

"Each subscriber’s CDG allocation, which impacts the Net Credits applied to the monthly bill, will be based on CDG subscribers’ historical consumption, or on a flat allocation, as a percentage of the projected production of the CDG generator. The value of the energy each allocation generates each month is determined by the rate guidelines outlined in the Order Regarding Value Stack Tariff (Case 15-E-0751–In the Matter of the Value of Distributed Energy Resources)," Sustainable Westchester said
