PUC Proposes Changes To Retail Market Monitoring Rules

The Public Utilities Commission of Ohio has issued proposed changes to Ohio Adm.Code 4901:1-25, regarding electric service generation market monitoring reporting requirements.

The changes are largely non-substantive

While language has been modified and re-arranged within the rule, the obligations for power marketers (retail suppliers) are generally proposed to be the same. As proposed, power marketers will be required to report, on a quarterly basis:

(i) The total number of customers, total billed revenues, and the amount of total sales in megawatt hours. The reporting entity shall report this data by customer class (residential, commercial, industrial, or street lighting/other) and by subclass, if applicable.

(ii) The number of customers participating in CRES-offered green pricing program, billed revenue for green pricing programs, and the amount of green pricing program sales in megawatt hours. The reporting entity shall report this data by customer class (residential, commercial, industrial, or street lighting/other) and by subclass, if applicable.

Among other things, utilities would have to report generally the same information as above.

One notable change is that, under the reports required from governmental aggregators, the governmental aggregator would be required to now report, "The marketer supplying power to each aggregated group."

Additionally, market monitoring reports would no longer be required from certified non-governmental aggregators and power brokers. Only governmental aggregators would be required to file reports
