Texas QSE To Pay $50,000 Under Settlement With PUC Staff

Ector County Energy Center LLC (QECTOR) would pay $51,206 under a settlement with Staff (Commission Staff) of the Public Utility Commission of Texas (Commission) to resolve QECTOR's alleged violation of Electric Reliability Council of Texas (ERCOT) Nodal Protocols § 6.4.4.1(1)(a), concerning the offering of online non-spinning reserve service (NSRS) at less than the offer floor of $75 per megawatt hour
Under ERCOT Nodal Protocols § 6.4.4.1(1)(a), the energy offer curves submitted by a QSE for capacity assigned to NSRS may not be offered at less than $75 per MWh.
The settlement states that, "Between September 5, 2019 and March 26,2020, QECTOR offered online NSRS on behalf of the Ector County Energy Center at less than $75 per MWh on 14 separate occasions."
The settlement states that, "QECTOR asserts that the instances in which it offered online NSRS at a price lower than the $75 per MWh offer floor were the result of human error. The power scheduling personnel responsible for QECTOR failed to change the Offer Curve appropriately after the online NSRS awards were received in the Day-Ahead Market. As soon as it became aware of the issue, QECTOR promptly initiated corrective actions including instituting additional levels of review and ultimately implementing process automation."
The settlement details further corrective actions taken by QECTOR
The settlement states, "Commission Staff is not aware of any other occasion in which QECTOR submitted offers for online NSRS at a price lower than the $75 per MWh offer floor for online NSRS in violation of ERCOT Nodal Protocols § 6.4.4.1 between March 27,2020 and August 16, 2021."
