PUC Adopts Process For Retail Suppliers To Register Their Third Party Agents With PUC

Following the previously reported adoption of new rules (story here), the Maine PUC has now established a registration process for the registration of the third-party sales agents of competitive electricity providers (CEPs, note, generally, the term CEP in Maine also includes brokers/aggregators).
As noted in our prior story, the term "third-party sales agent" is distinct from broker or aggregator, which are already separately defined by rule. The term competitive electricity provider (CEP) referenced in the definition of third-party sales agent includes brokers and aggregators (in addition to marketers/suppliers).
The Maine PUC provided the following information on how CEPs will register
third-party sales agents as required by Chapter 305. Instructions on how to complete
and file the CEP application form and third-party sales agent registration form are
available on the Commission’s website.
• Applicants wishing to obtain a CEP license must complete the "Application for
License as a Competitive Electricity Provider," a recently updated copy of which
is available on the Commission’s website.
• Additionally, CEP applicants who will use third-party sales agents must complete
the new "Registration Form for Third-Party Sales Agents," which is also available
on the Commission’s website.
• Entities that are already licensed in the State of Maine as CEPs must register
each of their third-party sales agents using the new registration form, which as
stated above is available on the Commission’s website.
• CEPs and applicants wishing to obtain a CEP license must complete a separate
registration form for each third-party sales agent.
• Upon review and approval of a third-party registration form filed by a CEP
applicant with its CEP application, or upon review and approval of a third-party
registration form filed by a licensed CEP, the Commission will issue a "Notice of
Registration" in the licensing docket of the CEP, registering the third-party sales
agent. The registration number for the third-party sales agent will be comprised
of the docket number of the CEP for whom the agent works followed by the
docket item number of the notice as filed in the Commission’s case management
system. For example, if a registration were to be issued in this docket as docket
item number 15, the registration number would be 2021-00396-15.
