Armed With Data, New York ESCOs Envision Deploying On-site & Offsite Renewable Projects In Conjunction With Retail Power Offers, Note That PSC Guidance, Rules May Be Needed

Constellation NewEnergy, Inc. and Vistra Corp. said in joint comments to the New York PSC that they envision deploying on-site and off-site renewable energy resources in conjunction with their retail power supply offerings, aided by the availability of an integrated energy data resource, but said that Department of Public Service Staff guidance and/or a PSC rulemaking may be needed to achieve such goals
CNE and Vistra's comments came as part of a filing in support of a petition from several ESCOs for PSC approval of a suite of green gas products that would not be subject to the mass market price limits established by the PSC (see story here)
CNE and Vistra generally encouraged the PSC to continue the mass market collaborative to address additional value-added products ESCOs may offer customers, which would not be subject to the mass market price caps, and cited the availability of data under the Integrated Energy Data Resource proceeding as a key component which may unlock additional value-added offers for customers
"CNE and Vistra look forward to participating in further stakeholder opportunities as part of the Track II process. The green gas petition process demonstrated the high level of collaboration and engagement from ESCOs and other interested parties. Capitalizing on this experience, CNE and Vistra want to continue those discussions as soon as possible to see what other value-added products could benefit New York consumers. As just one example, the Integrated Energy Data Resources ('IEDR') proceeding [Case 20-M-0082] seeks to deploy the power of data to enhance in the development of more tailored product selections to meet customer needs. In particular, ESCOs are eager to assist the efforts underway to deploy both on and off-site renewable projects and, to this end are participating in the IEDR data availability process lead [sic] by NYSERDA. In particular, ESCOs are hopeful that in the end, we will be able to deploy these renewable resources in conjunction with our retail power supply offerings. However, additional Department of Public Service staff guidance and Commission rulemaking decisions may be required to fully unlock the potential power of the newly available data to make these economic synergies compatible. Additional collaborative working groups could help identify the necessary regulatory actions required to facilitate innovation in light of the new information made available via NYSERDA’s IEDR initiative. The effort the Commission has already put into some of these ongoing developments can enhance the deployment of innovative products to provide real value to customers, and CNE and Vistra look forward to envisioning the future of the New York mass market along with the Commission, its Staff, and other stakeholders," CNE and Vistra said
