Nstar East Residential, Small C&I Default Service Rates Increasing By Over 40%

Nstar (Eversource Energy) has filed basic service electric rates with the Massachusetts DPU for its Eastern MA service area for the period beginning January 1, 2023

All rates in this story include the existing Basic Service Adders, Renewable Portfolio Standard, Alternative Energy Portfolio Standard, Clean Energy Standard Adders, and Clean Peak Standard Adders

For Nstar East residential customers, the fixed January 1, 2023 to June 30, 2023 basic service rate as filed is 25.649¢/kWh, which is 43% higher than the current rate of 17.871¢/kWh

For Nstar small C&I customers, the fixed January 1, 2023 to June 30, 2023 basic service rate as filed is 26.049¢/kWh, which is 46% higher than the current rate of 17.827¢/kWh

Nstar said that its November 2022 RFP failed to produce acceptable bids to fulfill 100 percent of all-requirements load-following supply for basic service to the Company’s large C&I customers in the NEMA load zone for the three-month period starting January 1, 2023. Nstar filled 50% of the large C&I NEMA requirements through the RFP

Nstar petitioned for an Alternative Basic Service Procurement Plan and Pricing for large C&I NEMA customers for this period

Specifically, Nstar sought approval to engage in market-based procurements to self-supply the remaining 50% of the large C&I NEMA basic service load for this period, under which the Company will assume responsibility for managing the load asset for this segment of its basic service load in the ISO-NE market. Nstar will effectively be buying energy from the ISO-NE hourly energy market for this 50% of the NEMA large C&I load, the utility said

Nstar proposes to set the Basic Service rate for the large C&I NEMA customers at the same rate as the bids accepted under the RFP for large C&I customers in the SEMA load zone. Any reconciliation between these rates and actual cost to serve the load would be nonbypassable.

"Because the accepted bids for this [NEMA LCI] customer group cover only 50 percent of the load, the use of the SEMA bids provides a superior basis on which to set rates for these customers and promotes equity between Large C&I customers in both load zones," Nstar said
