Utility To Make Price To Compare Notice More Prominent On Bills

Dominion East Ohio has filed with PUCO changes to its bills to include a more prominent price to compare statement

Currently, DEO includes the required price-to-compare statement in the "Billing, Service Inquiries or Concerns" section of the bill towards the back of the bill.

DEO believes that the current placement of the price-to-compare statement complies with Rule 4901:1-13-11(B)(13), but said that, "after discussions with [PUCO] Staff, DEO has agreed to move the statement to the front of the bill, subject to certain exceptions described below."

Under the Company’s proposed bill format, the price-to-compare statement will now generally appear in two places on its bills for Energy Choice Transportation Service-Residential (ECTS-R), ECTS-NR, General Sales Service-Residential (GSS-R), and GSS-NR service: it will remain in the Billing, Service Inquiries or Concerns section towards the back of the bill, and it will newly appear in the middle of the first page of the bill.

Currently, this area of the first-page bill typically contains two messages: (a) a regular message informing customers how to donate to DEO’s EnergyShare program; and (b) a rotating message to capture seasonal or time-sensitive issues (e.g., a reminder to regularly clean furnace filters and inspect heating systems).

Under DEO’s proposed change, the price-to-compare message will become the regular message (replacing the EnergyShare message), while the second message will continue to rotate.

The EnergyShare message will occasionally be displayed as a rotating message on the front of the bill and will always be displayed in a new location on the back of the bill.

"Due to space limitations and/or the prioritization of other customer messages, the price-to-compare statement will not appear on the front of the bill for PIPP or Graduate PIPP customers or for customers with an active disconnection notice. Even for these customers, however, the price-to-compare statement will always appear on the back of the bill, in the 'Billing, Service Inquiries or Concerns' section," DEO said

"In addition, the price-to-compare statement would continue to appear only on the back of the bill for the following services: Large Volume General Sales Service (LVGSS), Large Volume Energy Choice Transportation Service (LVECTS), General Transportation Service (GTS), Transportation Service for Schools (TSS) and Daily Transportation Service (DTS) customers,' DEO said

Ohio utility bill format changes automatically take effect 45 days from filing unless PUCO orders otherwise
