Utility Files To Increase POR Discount From 0% to 4%

Pepco in the District of Columbia filed an annual update to its purchase of receivables (POR) discount rates, proposed to be effective July 1, 2023
Notably, Pepco filed to increase the residential (Schedules R and MMA including Rider RAD) POR discount to 3.9807%, up from the current 0%
The new residential discount reflects net write-offs of about 2%, plus a reconciliation factor of 1.8%
Specifically, the new POR discounts filed by Pepco (D.C.) are, by SOS class:
Note that Pepco's actual filed tariff appears to include several errors, including a 2021 effective date, as well as a negative discount (rather than 0%) for the Large Commercial class, and a disagreement in the Small Commercial discount rate versus the number listed in the cover letter and calculation
