Utility Files Updated Bid Plan For Unfilled Residential SOS Tranches To Avoid Spot Purchases

Potomac Edison in Maryland has filed a revised bid plan to address 12-month residential SOS tranches, with a June 1, 2024 start date, which have remained unfilled after both the regularly scheduled April procurement and a reserve procurement, as previously reported
The Maryland SOS process contemplates that unfilled SOS tranches are to be served via the spot market until an alternative procurement is proposed and approved. Given Potomac Edison's unique SOS bid schedule, there is ample time for the execution of a revised bid plan before spot purchases would take effect
Potomac Edison proposes to add the unfilled 12-month residential SOS tranches to its regularly scheduled June 5, 2023, auction.
"If the block is not committed as a result of that auction, there would still be several additional auctions in the fall 2023 to spring 2024 bidding rounds when the block could be auctioned again," the utility noted
"Potomac Edison now reports that yesterday Staff convened a meeting of the SOS stakeholders. The Company described its proposal in that meeting, and no parties opposed it. Accordingly, Potomac Edison respectfully requested the Commission approve the [] modified load offering schedule which reflects the added block on June 5. Moreover, in order to make sure that wholesale supply bidders are fully aware of the added block, the Company requests that the Commission approve the modified bid plan at its next regular Administrative hearing, which Potomac Edison understands will be on May 24," Potomac Edison said
