PSC Says That Choice Utility Shall Not Own Any Behind-The-Meter Make-Ready EV Infrastructure Equipment Moving Forward

The District of Columbia PSC has issued an order providing that, moving forward, Pepco should not own any behind-the-meter (BTM) make-ready infrastructure equipment related to electric vehicle charging

The PSC stated, "we want to clarify that, moving forward, Pepco should not own any BTM equipment."

"Customers, owners, or account holders/property owners will bear the cost of installing any BTM EV make-ready infrastructure performed by their electrician and the cost to maintain BTM EV make-ready infrastructure," the PSC said

"We further clarify that the term 'EV make-ready infrastructure' means the equipment provided to support electric vehicle charging, including conduit, sufficient electrical panel service capacity, sufficient distribution transformer capacity, overcurrent protection devices, wire, and suitable termination points such as a junction box, but not the electric vehicle supply equipment. As used in this definition, the term 'electric vehicle supply equipment' is defined as all the charging equipment necessary to provide electrical energy to charge an electric vehicle’s battery, including cable, panel, electric vehicle connectors, attachment plugs, and all other fittings, devices, power outlets, or apparatus installed specifically to transfer energy between the premises wiring and the EV," the PSC said

The PSC noted that, "In Pepco’s response to Commission Staff Data No. 5, the Company confirmed that it made 25 BTM make-ready infrastructure installations in the District. The Company indicates that it owns and installed equipment to support the installation of EV charging stations. Moreover, Pepco indicates that the Company has neither sold back nor conveyed to the customer, account holder, or property owner the BTM EV make-ready infrastructure."
