Utility Ready To Allow Retail Suppliers To Bill Non-Commodity Charges On Utility Bill

AEP Ohio (Ohio Power) has filed changes to its bill format, for utility consolidated bills for customers that are shopping with a competitive retail electric service (CRES) provider, to allow CRES providers to bill for non-commodity services on the utility consolidated bill

As previously reported, PUCO in 2020 amended Ohio Adm. Code 4901:1-10-33 such that electric distribution utilities, "cannot discriminate or unduly restrict a customers CRES provider from including non-jurisdictional charges on a consolidated electric bill," with the rule revision effective in 2021

While most utilities opted to cease the collection of any non-jurisdictional (non-commodity) charges on the utility bill to comply with the revised rule, AEP Ohio proposed to allow CRES providers to bill non-jurisdictional charges on a utility consolidated electric bill, but requested (and received) a temporary waiver to allow for implementation time

AEP Ohio said that it has recently completed the programming necessary to implement non-jurisdictional billing as set forth in Ohio Adm. Code 4901:1-10, et seq.

AEP Ohio filed with PUCO bill format changes that identifies each charge for non-jurisdictional services as required by Ohio Adm. Code 4901:1-10- 33.

The non-jurisdictional CRES services will appear in the CRES supplier portion of the bill (including the donut graphic), "to minimize confusion for customers by signaling that the charge(s) are from an entity other than AEP Ohio," AEP Ohio said

AEP Ohio said that customers will not be disconnected for failure to pay for non-jurisdictional charges

Additionally, Percentage of Income Payment Plan customers will not be eligible for enrollment in non-jurisdictional services billing.
