Update: PUC Orders Another Utility To File Proposal For Use Of ISO Market Prices For 10-20% Of Mass Market Default Service

The New Hampshire PUC has directed Liberty Utilities (Granite State Electric) to develop a proposal to rely on ISO New England market prices for 10-20% of Granite State Electric's small customer default service load for the August 2024 to January 2025 period

The PUC's order follows a similar directive to Unitil, as previously reported

The PUC said, "we order Liberty to develop a proposal, for submission to the Commission no later than January 29, 2024, for an ISO-New England market-based procurement tranche of 10 to 20 percent, through whatever combination of direct Day-Ahead and Real-Time ISO-New England market acquisitions the Company finds advisable, for the Company’s upcoming August 2024-January 2025 energy service period for the Company’s small customer group."

The proposal will be subject to PUC review and approval, and the PUC has not yet adopted the use of ISO market prices for a portion of small customer SOS load.

The PUC's directive came as the Commission approved new default service rates at Granite State Electric for the period February 1, 2024, through July 31, 2024

For Granite State Electric's small customer group, the new default service rate is 9.758 cents per kWh, fixed for the period February 1, 2024, through July 31, 2024. That's about 22% lower than the current rate of 12.612 cents per kWh

For Granite State Electric's large customer group, the new default service rates are (cents per kWh):

February 2024   14.101¢
March 2024       8.671¢
April 2024       6.629¢
May 2024         5.931¢
June 2024        8.073¢
July 2024        9.854¢
