Texas Muni Utility Readies Application To Switch From MISO To ERCOT

The City of Caldwell, Texas requested at the Texas PUC the issuance of a docket number for its upcoming application for approval to transfer the load of its municipal electric utility into the Electric Reliability Council of Texas region from the Midcontinent Independent System Operator region.

Caldwell operates a municipal utility distribution system with about 12 MW peak load

A February 2023 resolution from the Caldwell City Council authorizing the utility to apply for integration into ERCOT cites expected reliability benefits from joining ERCOT

Such resolution did not specifically address or mention the issue of customer choice

It is believed that the City's distribution system is entirely supplied by third-party wholesale supply and that the municipal utility does not own any generation
