Maryland Conference Committee Agrees On Retail Energy Reform Bill, Heads For Final Passage

A Maryland conference committee has agreed on changes to SB 0001, the retail energy reform bill

The conference committee amendments do not appear to substantively change, with respect to issues directly related to the retail market, the text of the version of the bill as passed by the House (the most recent version of the bill). The conference committee amendments which do not align with the House-passed version of the bill mostly relate to loads co-located with generation, on-site generation, "direct" customers, and similar issues.

With regards to new limits and obligations for retail suppliers, the conference committee amendments do not appear to result in any changes to the previously reported requirements under the bill from our prior stories

As of publication time, the conference committee version has passed the Senate on third reading

The bill provides that a residential electricity supplier may only offer electricity, other than green power as defined in the bill, "at a price that does not exceed the trailing 12–month average of the electric company’s standard offer service rate in the electric company’s service territory as of the date of agreement with the customer[.]"

Residential plans may not exceed 12 months in length.

The bill would end POR specifically for residential receivables. This provision does not apply to municipal aggregations
