Commerce Energy Still Anticipates Georgia Market Re-entry by End of February
Commerce Energy said that it still expects to restart its Georgia natural gas marketing efforts by February 28, 2010, it reported in its latest update to the Georgia PSC.  Commerce, owned by Just Energy, is still awaiting re-certification as a marketer, after which time it will finalize marketing materials and submit the materials to the Commission for approval.  Upon approval of the marketing materials, the company will start marketing to potential customers and processing customer enrollments.  Commerce anticipates that this process will be completed no later than February 28, 2011, the same date listed in a report filed in November.


Clearview Electric Offering Residential Service at PECO
Clearview Electric is offering residential electric service to customers at PECO, according to the Office of Consumer Advocate price comparison chart.  OCA reports that Clearview is offering a monthly variable rate, but does not list the current offer on its chart and rather directs customers to contact the company for the latest rate.  Clearview does not list a PECO residential offer on PA Power Switch (where it has listed a PPL residential offer for some time).


SEMCO Energy Gas Divisions to be Combined
The Michigan PSC approved a settlement in SEMCO Energy Gas Company's rate case under which the Gas Cost Recovery clauses of SEMCO's current MPSC Division and Battle Creek Division shall be combined, effective on and after April 1, 2011, with any under or over-recoveries for prior non-reconciled periods to be rolled into the combined GCR factor.  The separate balancing recovery charge and capacity demand charge will be combined into a single balancing demand charge, also effective on and after April 1, 2011 (Case U-16169).


Conn. Draft Would Re-open Docket to Review Transfer of License from Horizon to REP Energy LLC
A draft Connecticut DPUC decision would re-open the licensing proceeding of Horizon Power and Light for the sole purpose of reviewing Horizon's proposal to transfer the license to REP Energy LLC, which is held by the same owners as Horizon.  As previously reported, REP Energy is assuming the Horizon licenses in several ISO New England markets (11/29)


PUCT Formally Issues Non-Wind RPS Proposal for Publication
The PUCT formally issued for comment in Project 35792 its proposal for publication regarding a 500 MW carve-out in the RPS for solar, geothermal, and biomass resources.  Details of the proposal were previously reported by Matters last month (12/10).


ICF Outlook Projects Coal Retirements
A quarterly Integrated Energy Outlook from ICF International projects that nearly one-fifth of the U.S. coal fleet could retire in response to new air, waste, and water regulations over the next 10 years.
