Oncor To Issue One-Time Billing Credit To Texas Retail Providers (Nearly 1¢/kWh For Residential, Small Commercial Customers)

Oncor Electric Delivery Company LLC has filed at the Public Utility Commission of Texas to issue a one-time billing credit to retail electric providers, resulting from a recent stipulation concerning changes in federal tax law.
Under the prior stipulation, the signatories to the stipulation agreed that a carrying charge of 3.25% shall be applied to the amount of federal income tax ("FIT") expense collected by Oncor, in excess of the amount that would have been collected based upon the impacts of the Tax Cuts and Jobs Act of 2017 ("TCJA"), for the period January 1, 2018, through the October 8, 2018 effective dates of the new delivery rates reflecting the lower tax expense that were attached to the stipulation. The signatories further agreed that Oncor shall return this amount of FIT expense, including carrying charges, through a one-time credit applied during the December 2018 billing month. This credit is in addition to the decreased base rates already approved on an interim basis under the stipulation (such lower base rates were previously reported here)
The December 2018 billing cycle begins on November 26, 2018, for retail customers
Oncor has now calculated the amount for the one-time credit, to be refunded to REPs via Rider TRF - Tax Refund Factor
Oncor's proposed amounts for Rider TRF are:
Rider TRF shall remain in effect until the approved amount of $57,607,122 has been refunded (which is estimated to be December 21, 2018).
